Are classical and acoustic guitars the same apart from the nylon and steel strings?

If you buy an acoustic guitar and put over the nylon strings that do make it a classic. Guess that 'the m. trying to say is I want to buy a guitar noise and what I want is more inexpensive of a classic. But the strings are steel and therefore harder on my finger, so should I buy just the acoustic strings and some nylon? Thank you
